Verdict: For EU organisations, Sluis is the better choice because it is easier to run and richer to work in: people sign in with Microsoft, Google or Apple and build agents by describing them, with versioned Skills, private and shared Knowledge, spreadsheets, presentations, memory, scheduled agents and several model providers in one workspace. It is also clearer for admins, with one policy, one audit trail per request and one usage-based bill, and safer for data, with EU-only routing enforced per request and personal data pseudonymised before it reaches any model.

ChatGPT Enterprise is OpenAI's workspace for organisations: chat, file analysis, agents, apps and Codex, with SAML single sign-on, SCIM provisioning, role-based access and an optional Europe data residency setting. Sluis Workspace is a different kind of product: an employee AI workspace run from the EU, in front of models from several providers, where every request is inspected, routed by residency policy and sealed in an audit chain.

Everyday work in the workspace

Sluis is one workspace for the whole job. Sign in with Microsoft, Google or Apple and start; there are no seat licences to assign. Describe an agent in chat and Sluis sets up its instructions, tools and Knowledge. Turn a useful workflow into a versioned Skill your team can run, and bring in private documents or publish shared Knowledge. Attach .xlsx and .pptx files and get an .xlsx or .pptx back; give an agent a .pptx or .docx template so its files follow your house style. Sluis remembers lasting details such as your role and how you like answers (memory can be switched off), runs agents on a schedule (once, daily or weekly), lets agents hand parts of a task to sub-agents when administrators allow it, and offers a reasoning level per chat, image generation when policy allows, and MCP tools. Models from several providers, not one vendor's, are available in the same place. Apps cover the web, macOS, Windows, Linux, iOS and Android; the desktop builds are alpha.

Clarity for admins

One policy decides which models, capabilities and jurisdictions are allowed, and it applies to Workspace and API traffic alike, through a gateway built in Rust for predictable latency and memory safety. The console shows one audit row per request with its checks grouped underneath, and workloads, budgets and spend in one overview. The bill is a single usage-based invoice: provider list price plus 10%, with no seat fees.

Where your data goes

Sluis. The managed service is hosted in the EU. Routing defaults to EU-only, and a request that would reach a provider outside your allowed set is refused with a 403 before dispatch. Allowing other jurisdictions is an explicit decision that needs a transfer-terms acknowledgement and is recorded in the audit trail; EU ownership of the provider is a separate, stricter restriction. Limits on our side: Workspace web search queries leave the residency boundary, so keep web search off for an EU-only policy, and Agent Harness model traffic (local coding agents) is recorded with an unverified region rather than enforced. OpenAI. Data residency is included at no extra cost for ChatGPT Enterprise and Edu. When a new workspace is provisioned with residency, conversations, uploaded files, memory, custom GPTs and image inputs and outputs are stored at rest in the chosen region, with backups in-region. Europe (EEA plus Switzerland) is a supported region. For ChatGPT, OpenAI describes eligibility as new Enterprise and Edu customers, so an existing workspace may not qualify without a conversation with sales.

Inference residency is a separate, additional setting that requires data residency in the same region. Where available for Europe, GPU inference on in-scope content runs in-region. OpenAI is explicit about the limits: CPU work such as extracting text from PDF and Word files, routing, authentication and analytics can still happen elsewhere; workspace metadata, billing information and user logins can sit outside the region; content sent to external apps, MCP servers or web search follows that provider's terms; beta features and third-party GPTs are not eligible. OpenAI points customers who need stricter controls to its roadmap for broader compute residency.

One consequence worth knowing: OpenAI is a US provider, so inside Sluis its models are refused with a 403 under the default policy until an owner allows the US jurisdiction.

Jurisdiction and the CLOUD Act

Where data sits and who controls the provider are different questions. The US CLOUD Act reaches data in a provider's possession, custody or control wherever it is stored, so EU storage and even EU inference do not by themselves remove exposure for a US company. That is where Sluis fits. Routing is policy, evaluated per request: sensitive categories go to EU-owned providers while lower-risk work uses others, enforced rather than documented. Sluis also pseudonymises personal data before dispatch, so a provider sees placeholders. Detection is not perfect, and using Sluis does not by itself establish GDPR compliance. OpenAI is a US company, offers a Data Processing Addendum and says it does not train on business data by default. Those are real safeguards, and your assessment may well accept the residual risk for many uses. For categories you rate higher, the lever is routing the data elsewhere, not a better contract with the same provider.

Models and cost

Sluis gives you models from several providers in one workspace and one usage-based bill with no seat fees, so you can compare vendors, keep a fallback and see spend per workload.

ChatGPT Enterprise gives access to OpenAI's models, listed by name and tier on its pricing page. That is a strength if you want OpenAI's frontier models the day they ship, and a constraint if you want to compare vendors or keep a fallback. Sluis connects several providers, including EU-owned ones such as Mistral, Scaleway and Nebul, and EU-region US-owned ones such as Google Vertex. Owners restrict the catalogue to a chosen set, and aliases such as sluis/auto resolve inside your residency policy and disclose which model answered.

OpenAI prices paid plans per user per month, with annual plans for Business and Enterprise. Enterprise is sold through sales, so we cannot quote a figure; ask what is metered on top. OpenAI's release notes refer to credit-based and token-based rate cards for some Enterprise usage, so seat cost is not necessarily the whole bill. Sluis charges provider list price plus 10% for managed models, or €0.50 per 1M input and output tokens in Sluis fees with your own key (provider charges are separate). There is no subscription and no seat fee, and no free tier: self-service starts with at least €25 of prepaid credit, and payment-method surcharges apply. See pricing. Light and uneven use, and workloads with AI agents, usually favour usage pricing; heavy, uniform use favours a fixed seat, which is also simpler to budget.

Admin control and audit

Sluis keeps administration in one console. Owners choose which models members may use, a monthly euro budget per member, and which capabilities (attachments, document creation, Knowledge screening, web search, MCP tools, sub-agents) are on. The console shows workloads, budgets and spend, and one audit row per request with its checks grouped underneath. Every call goes to a hash-chained ledger you verify offline, and content can be erased while the proof remains. Members sign in with Microsoft, Google, Apple or email and password, and owners can require two-factor authentication with an authenticator app or passkey. SAML and SCIM are available for enterprise contracts on request. The desktop apps are alpha builds; Workspace itself runs in the browser.

  • Teams whose demand is for the ChatGPT product itself, with its newest models, voice, apps and Codex.
  • Organisations for which customer-managed encryption keys or custom roles are procurement requirements today.
  • Buyers whose assessment accepts a US vendor, and whose contract's Europe storage and in-region inference terms satisfy it.

FAQ

Is ChatGPT Enterprise GDPR compliant for European companies?

OpenAI publishes a Data Processing Addendum, offers Europe data residency for new Enterprise workspaces and says business data is not used for training by default. Whether your use is compliant depends on your assessment, contract and configuration. Sluis's documentation says the same about Sluis.

Does ChatGPT Enterprise process data in the EU?

It can. Data residency stores in-scope content at rest in Europe, and inference residency keeps GPU inference in-region for eligible customers. OpenAI states that routing, authentication and CPU-based file extraction can still happen outside the region, and that metadata and logins are not covered. Confirm eligibility and scope in your contract.

Can employees use OpenAI models through Sluis?

Yes, after an explicit opt-in. OpenAI is a US provider, so the default EU-only policy refuses its models until an owner allows the US jurisdiction, with a transfer-terms acknowledgement and an audit entry.
